CCL welcomes reintroduction of bipartisan carbon pricing bill

Dec. 7, 2023 – Citizens’ Climate Lobby welcomes the reintroduction of the MARKET CHOICE Act, a bipartisan carbon pricing bill led by Rep. Brian Fitzpatrick (R-PA-01) and cosponsored by Rep. Salud Carbajal (D-CA-24).

“A steadily rising fee on carbon pollution continues to be one of the most effective policies available to reduce carbon emissions. The MARKET CHOICE Act utilizes this critical tool to build a cleaner, healthier America,” said Ben Pendergrass, CCL Vice President of Government Affairs.

“Our bipartisan MARKET CHOICE Act lays out a bold, comprehensive framework for how the United States can improve affordability for American families, create innovative new job opportunities, further reduce greenhouse gas emissions, and substantively invest in our physical infrastructure for generations to come,” Rep. Fitzpatrick said in a statement.

The MARKET CHOICE Act was first introduced in 2018 by former Rep. Carlos Curbelo, with a starting price of $24 per ton of emissions, increasing 2% above inflation each year. Since that original introduction, Rep. Fitzpatrick and Rep. Carbajal have raised the ambition of this legislation — the starting price is now $35 per ton of emissions, rising 5% per year.

Those adjustments are “an appropriate response to the increasing climate impacts Americans face,” Pendergrass said. “We are grateful for Representatives Brian Fitzpatrick and Salud Carbajal’s continued leadership on this issue and commitment to bipartisan action on climate.”

This bill follows another piece of carbon pricing legislation introduced into the House earlier this fall: the Energy Innovation and Carbon Dividend Act, led by Rep. Salud Carbajal.
